Description

### Severity

P2 - High (Major functionality broken)

### Describe the Bug with repro steps

Expected behaviour:
- I can connect my logic app to the right Azure DevOps tenant/organization

Actual behaviour:
- According to this [article](https://learn.microsoft.com/en-us/connectors/visualstudioteamservices/), I should be able to go to https://aex.dev.azure.com/, switch directory, then connect my LA to Azure DevOps. But it doesn't work and always connects to my primary tenant (where my user lives, I am a guest in other tenants that I want to connect to Logic Apps). I tried multiple browsers, environments, all give the same result: I can only see the organizations in my primary tenant.
