Cloned LogicApp fire immediately

### Describe the Bug with repro steps

1. Go to Azure Logic Apps
2. Select Logic App
3. Click 'Clone'
4. Enter name for Clone and save
5. The newly created Logic App run immediately, before you have a chance to edit it
