[BUG] Service Administrator does not implicitly have Load Testing Contributor role

Description

After creating Azure Load Testing resources from bicep, I get the following error message in the portal

This is really unusual because I am the **Service Administrator** for this subscription, so I have permissions to do everything in this sub. Furthermore, the remediation suggested is to assign the correct role, which I can do in the RBAC panel--

The Service Administrator should already have the role assignment, especially since this role has the permissions to assign the role itself (so this constraint provides no security control)
