Updating reported properties when offline locks ModuleClient for 20 seconds

## Expected Behavior
Updating reported properties with `ModuleClient.UpdateReportedPropertiesAsync` when the device is offline should return fast.

## Current Behavior
Updating reported properties with `ModuleClient.UpdateReportedPropertiesAsync` when the device is offline will periodically take 20* seconds (*depends on the value of `CloudOperationTimeoutSecs`). When the timeout is triggered by calling `UpdateReportedPropertiesAsync` all method calls to `SendEventAsync` will also wait for the timeout to pass.

## Steps to Reproduce
1. Ensure device / debug environment has no internet access.
2. Call `UpdateReportedPropertiesAsync` on the ModuleClient
3. See it returns fast
4. Call `UpdateReportedPropertiesAsync` again.
5. It takes 20 seconds to complete
6. Subsequent calls to `UpdateReportedPropertiesAsync` will be fast for 5 seconds (depending on the environment variable `ReportedPropertiesSyncFrequencySecs`). Then it will take 20 seconds again.

I have supplied a sample app where the behaviour can be reproduced:
