SQL backend orchestration typed status payload does not exist

Description
When using a typed status, the orchestration is having the `OnGetStatus` method invoked, and in the database `Instances` table I can see that the instance has `CustomStatusPayloadID` set to a guid; however, in the `Payloads` table no such payload exists.
