Some Service Bus tests fail consistently in Azure DevOps

Description
The following Service Bus tests are failing consistently in Azure DevOps, even with retries. They pass locally 100% of the time, and I was unable to find any reasonable explanation for their failures:
* InstanceStoreQueryTests.SegmentedQueryTest
* InstanceStoreQueryTests.SegmentedQueryUnequalCountsTest
* TaskHubClientTests.TestCreateIfNew
* TaskHubClientTests.TestMaxDeliveryCount
* TaskHubClientTests.TestMaxDeliveryCountIfNew
I'm disabling them in Azure DevOps until we can figure out what's causing them to fail.
