LIMITATION: What-if results don't clean up if RetentionInterval > 3 hrs

Description
We are working through an issue where What-if Results will not be deleted if the retention interval is more than 3 hours (PT3H).
We are in the process of rolling out a short-term change that will require the interval to be between 1 and 3 hours. Once we have the issue fully addressed, we will remove the limitation and restore the max to 30 days (P30D).
