LIMITATION: What-if results don't clean up if RetentionInterval > 3 hrs

We are working through an issue where What-if Results will not be deleted if the retention interval is more than 3 hours (PT3H).

We are in the process of rolling out a short-term change that will require the interval to be between 1 and 3 hours. Once we have the issue fully addressed, we will remove the limitation and restore the max to 30 days (P30D).

The issue does not name any files, tests, or entry points. Start by locating the What-if Results cleanup logic and the RetentionInterval validation or rollout change; done means intervals above PT3H clean up correctly and the limit can be restored to P30D.
