What-If Results for Deployment stack cmdlets are missing tags

**Is your feature request related to a problem? Please describe.**
According to schema https://learn.microsoft.com/en-us/azure/templates/microsoft.resources/deploymentstackswhatifresults?pivots=deployment-language-terraform the resource type supports tags but these are not exposed in the PS cmdlets

Add tags if it is supported or fix the schema.
