Management Group scoped deployment to subscriptions in nested management groups

Description
I'm trying to deploy virtual networks to multiple subscriptions.
The deployment stack is scoped to a top level management group, but deployment is scoped to subscriptions which are not directly below top level management group, but different nested management groups.
The error says "must specify a scope at or immediately below the scope of the deployment stack"
Can this be true, and what is the recommended way to deploy virtual networks, using deployment stacks, across management groups in an enterprise scale setup?
