Add DateTime testing to PostgreSql for GraphQL Order By and Filtering

PostgreSql requires special handing of the `DateTime` formats that are used in the testing for Graph QL Order By and Filtering. As such, this type is currently skipped in the tests for PostgreSql. We want to have this covereage eventually though, so this task is created to track the addition of this testing.
