Report Jest Coverage from GitHub Actions

@languy pointed out that we lost the nice UI for reporting test coverage when we moved to GitHub. It's not something I personally miss, but if others liked it we could look at options. There are some GitHub actions that will do this in a comment as well as some third party tools like https://github.com/apps/codecov that would do this.
