Onboard/Update ArgoCD

I found ArgoCD on AzureLinux (version 2.13.0) in the internal Microsoft Artifact Registry (https://mcr.microsoft.com/en-us/artifact/mar/oss/v2/argoproj/argocd/tags). The about section seems to suggest that the Azure Core Containers Upstream team did the initial work to generate the artifact. Unfortunately, I can't seem to find any mention in this repo, nor on the internal website that Argo has ever been touched.

Since my team is looking into adopting ArgoCD, we would like to know if we can leverage this and any future versions using the artifact from the MAR. The current version of Argo is 2.14.2 and we're eyeing the adoption with their next release (2.15.x or 3.0.0) that will bring changes to use managed identities to access our private git repository.
