**Bicep version**
v0.12.40

**Describe the bug**
the filters option is required creating a storageAccounts/managementPolicies@2022-05-01 rule. This
is not marked by the bicep Visual Studio Code extension.

**To Reproduce**
create a storageAccounts/managementPolicies@2022-05-01 resource with a rule in Visual Studio Code and the Bicep extension
