Insert resource function long file paths

When using the insert resource function in VSCode and having to select an existing file to insert to there's an issue when file names are too long.

**Describe the solution you'd like**
View the full path by hovering or insert resource to the active new file window.


Start by reproducing the insert resource flow in VSCode with an existing file whose path is too long to display. Compare the requested hover-based full-path view with inserting into the active new file window, then verify that the selected path remains understandable and usable.
