Description
**Is your feature request related to a problem? Please describe.**
I would like to propose a new linter rule that warns you about using versions that has officially be announced as deprecated. For example there was recent announcement on API Management https://azure.microsoft.com/en-us/updates/api-versions-being-retired-for-azure-api-management/ and I think official announcement is coming for some Azure SQL database versions.

Research direction
The proposal mentions Azure API Management retirement announcements and upcoming Azure SQL database version deprecations, but no repository files, tests, or entry points. Start by reviewing how Azure version metadata and linter rules are represented, then define the supported announcement sources and warning behavior. Done means the scope is agreed and deprecated versions can be reported reliably.
