Investigate better IntelliSense support for Bicep functions

Via feedback in the Bicep Doc talk, we learned that the most commonly referenced material on the Bicep Docs is users looking up the syntax of a Bicep function (6/8).

Let's look for opportunities to improve writing out Bicep functions similar to how typing out "ifel" will write out an entire if -else block in typescript.
