Disable linter rule for a file and/or project

In addition to the disable next line, I wanted to propose that it may be a good option for users to be able to ignore a specific linter rule for an entire file.

Start by reviewing how the existing disable-next-line behavior is handled and how linter rules are configured. Define the intended semantics for suppressing one rule across an entire file and/or project, including precedence and scope, then add coverage that verifies those cases.
