Add some documentation on running Bicep in other popular editors

We've had a few community-contributed solutions to running the full Bicep experience in other editors:

It would be great to document some of these setups, as well as adding some generic instructions for getting the Bicep langauge server running with your editor-of-choice.

Review the linked Neovim and Sublime Text community solutions first, then identify the existing Bicep language-server guidance that the new documentation should extend. Done means documenting those setups and providing generic instructions for running the language server in a user's editor of choice.
