The What-If report has unclear and/or truncated Resource Id's

**To Reproduce**
Do a what-if in the deployment pane

**Possible solutions, one or a combi**
- make the table column resizeable
- Show only the Resource name, and the complete ID only on hover
- Show subscription and/or resource names in a different column

**Additional context**

Start by reproducing a What-If deployment from the VS Code extension's deployment pane and inspect how the report presents Resource Ids. Compare the proposed resizing, hover, and separate-column options; done means the report makes resource identities clear without truncating the complete IDs.
