Bicep MCP Get File Diagnostic using Windows Paths in WSL2

**Bicep version**
Using `ms-azuretools.vscode-bicep:0.40.2`
Running in WSL2

**Describe the bug**
The Bicep MCP operation "Get Bicep File Diagnostics" threw an error:

`Error: An error occurred reading file. Could not find a part of the path 'C:\home\cjochsjr\\bicep\main.bicep'.`

**To Reproduce**
In a VSCode chat session (running in WSL2 with a bicep project loaded) with the Bicep MCP running, submit the prompt: "Check for diagnostics in my main.bicep"
