Hello,
The rule name should clearly indicate its focus on AVM modules, as mentioned: "Non-Azure Verified Modules are retired from the public module registry" ([source](https://learn.microsoft.com/en-us/azure/azure-resource-manager/bicep/modules#public-module-registry)).
Also, if you look at PR #14309 for this rule, there are a lot of AVM references in the comments.
