**VS Version/SKU:** 17.13.0 Preview 3.0 [35619.82.main]
**Bicep Build:** [15853](https://github.com/Azure/bicep/actions/runs/12423467105)

**Repro Steps:**

1. Lunch VS.
2. Select "Tools -> Options"
3. Check whether there is a "Bicep" entry under "Text Editor" setting.

**Expect:**
There is a "Bicep" entry under "Text Editor" setting.

1. This issue doesn't reproduce on [17.13.0 Preview 2.0 [35520.160.main]](https://vsdrop.corp.microsoft.com/file/v1/Products/DevDiv/VS/0f8050b9f2b02aaf70c35765d693ea5494db73ca/6320f9b9-d5d1-c0e7-b0b2-4dff9ca62035;x86ret/enu/VisualStudio.17.int.main.Bootstrappers.Enterprise/vs_Enterprise.exe) with released Bicep Extension or the latest main branch bicep build.
2. Clicking the 'General' button reveals the 'Bicep' settings.
