Feature: Show "common" (starred) list of resources at top of resource type completions

Similar to how VS does for common (starred) properties.

This was suggested in the Bicep Discussion meeting when discussing other completion issues.

VS example:

Start by locating resource type completion handling and the existing common or starred-property completion behavior referenced in the issue. Compare the completion output with the linked Visual Studio example; done means common starred resource types appear at the top while other completions remain available.
