Get Permissions from bicep file

Today I got the famous question "What kind of permissions does your app need to deploy the solution?". Would it be possible to get a recommendation from a bicep file?

Something like: az bicep permissions -f main.bicep

Start with the proposed `az bicep permissions -f main.bicep` command and the example `main.bicep` input described in the issue. Determine what permission recommendation should be produced from a Bicep file and how completion would be validated.
