Description

**Is your feature request related to a problem? Please describe.**
When testing out the new Deployment Pane in VS Code i was frustrated that there was no way to hide No Change items in the what-if.

**Describe the solution you'd like**
Add a checkbox to hide/show these items, same for Ignored if they are rendered.

10/10 would use again

Research direction

Start by locating the Deployment Pane in the VS Code integration and trace how what-if items marked No Change, and possibly Ignored, are rendered. Done means a checkbox can hide or show No Change items and applies the same behavior to Ignored items when they are rendered.
