Deployment Pane: Parameter Grouping

It would be nice if we could decorate parameters with some group information that translated into the parameters being organized into groups in the UI.

The issue names the Deployment Pane, parameter decorations, and UI grouping but no files or tests. Start by tracing how parameters are represented and rendered in the Deployment Pane, then identify how group metadata could flow through the deployment experience. Done means decorated parameters appear in the intended UI groups without changing ungrouped parameters.
