Deployment Pane: Add parameter description decorator strings

Not sure if anyone has requested that any parameters that have a description decorator would be real nice to have on the deployment pane. It's been working great so far and that would make it even better!

Start by locating the deployment pane implementation and the handling of parameter description decorators. Trace how parameter data reaches the pane and determine where descriptions should appear; the work is done when decorated parameter descriptions are visible in the deployment pane and existing behavior remains intact.
