0.20.4

**Describe the bug**
With the new experimental deployment pane in VS Code, if I have the deployment pane open in a tab, and then from a .bicep file choose to try and open the deployment pane to the side, it will just switch focus to the full screen tab.

**To Reproduce**
Steps to reproduce the behavior:
1. Open a .bicep file, right click on it, and select **Show Deployment Pane**
2. The deployment pane opens in full screen as expected
3. Switch back to the .bicep file, right click on it, and select **Show Deployment Pane to the Side**
4. Instead of showing the deployment pane to the side, you will be switched to the full deployment pane that was opened in step 2

**Additional context**
Ideally the action of step 3 would open the deployment pane to the side, regardless of whether I had it opened as a full pane prior. I _totally_ understand this is an experimental feature, and this is a minor thing, but I did want to log it as it was something I noticed when testing the new feature.

Reproduce the issue in VS Code using the two commands, Show Deployment Pane and Show Deployment Pane to the Side, with a .bicep file. Compare the pane behavior when a full-screen deployment pane is already open; done means the side command opens the deployment pane beside the editor rather than switching to the existing full-screen pane.
