Use Azure CLI with Powershell deployment scripts

Locally I always use Powershell Core and the Azure CLI. It's very frustrating that the AzurePowerShell-kind only can use Azure Powershell and not the CLI.

**Describe the solution you'd like**
Allow us to specify `azCliVersion` for `AzurePowerShell`.

Start by locating the AzurePowerShell deployment-script implementation and how its version options are defined. Trace how deployment scripts receive tool configuration, then verify that AzurePowerShell accepts azCliVersion and supports running Azure CLI alongside Azure PowerShell.
