Many extensions do this, including vscode itself
Note that even with the fix for https://github.com/Azure/bicep/issues/9586 vscode will not automatically notify users that an extension has been updated, or point them to the changelist - users will have to bring up the extension's page explicitly.
Of course it's imperative there be a "don't show me again" option, although some have expressed major dislike of notifications like this, others love them.
