Description

ASR deployment via Bicep succeeds on first deployment, but any subsequent deployments fails when it does a check against replication fabrics after they already exist. This makes it impossible to use the Bicep resources in a CI/CD pipeline. I would need to write deployment scripts to validate resource existence to circumvent this bug.

Research direction

Start by reproducing an Azure Site Recovery deployment through Bicep twice, using the replication-fabric check and the error details shown in the issue screenshots. Trace the corresponding replication-fabric resource definitions in this repository and verify that repeated deployments succeed, including in a CI/CD-style workflow.
