### Description
As a module owner I've been using the avm.create-plan-update-ARM-API prompt for periodic updates to the modules I manage. The one thing that kept biting me when submitting was not remembering to update version.json and CHANGELOG.md, so I thought this would be a worthy addition to the prompt.
Per the core team's suggestion, propose adding this functionality to the current prompt, and at the same time, converting it to a skill.
