Feature: Support for Microsoft Fabric

Not sure how well this fits into the ASO, but being able to manage/reconcile Fabric resources together with Azure resources would be very useful where we have a hybrid solution.
Fabric seems to have a [preview terraform provider](https://github.com/microsoft/terraform-provider-fabric).

Start by reviewing Azure Service Operator's existing resource support and the preview terraform-provider-fabric linked in the issue. The issue does not name files, tests, Fabric resources, or reconciliation boundaries, so first clarify the required resource scope and how support should fit with existing Azure resources; done means an agreed implementation scope and corresponding validation.
