multimodal-embeddings.ipynb can not create search index: Operation returned an invalid status 'Forbidden'

I follow [multimodal-embeddings.ipynb](https://github.com/Azure/azure-search-vector-samples/blob/main/demo-python/code/embeddings/multimodal-embeddings/multimodal-embeddings.ipynb) to create environment, although i got SUCCESS: Your application was provisioned in Azure in 9 minutes 13 seconds. but it stoped at Creating index...error messege is azure.core.exceptions.HttpResponseError: Operation returned an invalid status 'Forbidden'. can anyone help? or is there any workarround to create index for blob image manually? thanks in advance.

Start with demo-python/code/embeddings/multimodal-embeddings/multimodal-embeddings.ipynb and rerun the steps through “Creating index...” to identify the failing operation and its Azure response. Review the notebook’s environment and access configuration; the issue is done when the index is created successfully or a documented manual workaround is added.
