Java Guidelines: Dependency version management guideline is out-of-date

**Background:**
The current guideline at https://azure.github.io/azure-sdk/java_introduction.html#java-dependencies-versions recommends managing dependency versions centrally and using stable versions instead of alpha releases.

**Architect feedback:**
The architect has explicitly stated that this guideline is out-of-date and requested that an issue be opened to update it.

**Action needed:**
Please review and update the guideline to reflect current best practices for dependency version management in Java SDKs.
