**Description**: We're looking to introduce SDK(s) for a service that has 3 sets of functionality:

1. There are methods around creating custom speech models.
2. Methods around LRO type batch transcriptions of audio to text.
3. A method that can take a stream of audio and synchronously transcribe it to text.

1 & 2 have existed for an extended time already, #3 is our primary focus as a new capability.
