[APIView][Feature Request] - Support uploading Java source jars from hyperlink

To upload a new API review, the code has to be locally built and the source jar has to be created (for Java) to upload to the API view tool. It would be great to have API view download the jar from a hyperlink, so this will allow us to point to nightly builds or even Maven central. It's especially useful when creating a diff with an existing GA'd library. We can simply point to released jar in Maven as initial version and locally build only the diff and upload as revision.
