Evaluate automation in the sdk-release repository

There are currently at least 2 automation happening in the sdk-release repo and we need to evaluate if we need them all, and if so, look into architecture and possibility of simplifying process.
Example:
- Release Planner is in charge of creating GH issues and assigning language labels
- Another bot (with the Azure-sdk account) is adding assignee and other labels. For example: https://github.com/Azure/azure-sdk-for-python/pull/37402
