[tsp-client] local spec sync should use tspconfig.yaml for additional directories

We currently use the tsp-location.yaml file to get the list of additional directories. We should use the additional directory specified in the tspconfig.yaml file of the local spec instead. This will enable proper path specificaiton of the additional directory relative to the local spec repo root.
