Improve release plan data integrity of SDK release target date and release plan completion state

**Issue:**
Service partners are not:
- Maintaining the freshness of the SDK release target date, which impacts the quality of the Engagement Experience PowerBI Report.
- Returning to the release plan after the SDKs have been released to verify the packages and complete the release plan.
- Human behavior is impacting the quality and adoption of the Engagement Experience PowerBI Report. At this time the report is unusable for the SDK release teams (management and data plane).

**Requirement:**

- [ ] Collaborate with engineering to figure out best way to handle notification and alerts in the release planner app. I have been monitoring the report and sending email reminder to service partners but this approach is not effective. Only about 10% of service partners have responded and completed the requested action.
