Let the user select the package version

Looks like the Data plane SDK Release app is only looking at the last version available for a package, instead of all the possible versions. The app should surface the versions and let the user pick it.

This came as a request from Event Grid Namespaces team where they can't get past the Python Generate SDK step. It's saying the API review is not approved but the library is already released. It's showing the next patch version that hasn't been review yet and not the version that was intended for this release plan.
