[tsp-client] Investigate moving the sparse spec checkout directory within the repo

Currently the directory that is used for the sparse checkout of typespecs is added next to the root of the current working repository. We'd like to move the sparse spec checkout dir within the repository where the tool is run from, this will help contain tool execution within the current repo.
