Release planner - Track SDK release request for OpenAPI using work item

Request to generate SDK for management plane creates GitHub classic project to track and process SDK generation for management packages from the spec. We should use Devops work item to simplify this and to keep it along with other release plan information. This will also help us to avoid the dependency on older version of GitHub APIs that's required to manage GitHub classic project.
