Description

There are valid scenarios in which an SDK needs to be created but it doesn't follow APEX or it's not associated to a team in Service Tree. These are not common, but we should support them.

What we could do is to create a default service and product where we can link all of these release plans, and all the artifacts they generate (Work Item, Packages, etc.). Similar to the Test Service we use.

List of service teams that are blocked because there is no product record in service tree:
