Centralizes service contact information across Azure SDK tooling

Problem:
- There are multiple places where information about the owner of a service, the PM support, or even the SDK owner are stored.
- Data we have gets out of date and we don't know and we don't know how to update it
- No clear way to communicate with the Service partners

Tooling we have:

- Service labels: https://github.com/Azure/azure-sdk-tools/issues/4109
- PowerBI dashboards for service owners, PM owner, and Eng Lead
- DevOps workitem information pulled from Service Tree (Affectes Release Planner)

Goal
The goal of this Epic is to design a solution that will have the information centralized and all tools consuming the same information. There is a way to see it, validate, alert, and modify.
