[Scheduling Tool] Allow Admins to transfer ownership of meetings (proposed for dilithium-2H)

Service partner teams will often ask for my help when scheduling a meeting with the Azure SDK Architecture Board. The issue is when I ask a team to schedule a meeting on a certain day sometimes by the time they see my message and try to schedule the meeting, another group has come in and taken the time slot. I would like to have the ability to start scheduling their meeting for them so the time slot can be taken, then transfer ownership to the partner team so they can add their materials.

The issue names no files, tests, or entry points. Start by locating the scheduling tool's meeting ownership and administration code; then identify how ownership transfer should preserve the reserved slot and let the receiving team add materials.
