Refactor Changelog and Readme Selection from Build Artifacts

Current order:

1. Grab Artifact
2. Extract
3. `GCI -Recurse change.md || readme.md`

This has possible issues, as there CAN be multiple readmes. Need to update this to extract the specific artifact directly at the top level.

For each language remember to check:

- [ ] Track 1 Package
- [ ] Track 2 Client Package
- [ ] Track 2 Management Package (if exist)
