Requirement questions:
- Where is this common label set?
- Do they apply to all repositories? if not, which ones?
- Who should be in charge of creating this labels? The partner teams? do they have permissions?
- Are the labels per service or per product name?
- Do the names match Service Tree? or are these arbritary names?
- What happens if the name of the team changes? how is this handled?
