OneBranch pipelines should not copy various files

This is more of a tracking issue.

OneBranch pipelines should not be copying NPM files e.g., `package.json` from other repos, nor should it probably copy files in some copy root e.g., a `README.md` at the top-level directory of an RP swagger explaining that the TypeSpec should be modified, not the swaggers thereunder.
