Turn on missing requirements and cancellation meeting for API Review

Start by locating the API Review meeting scheduling and update flow, then trace how management plane PRs and scheduled meetings are represented. Implement the stated requirements: reject scheduling or updating without a management plane PR, and cancel meetings lacking a PR seven days before they occur. Done means both rules are enforced and covered by the relevant tests.
